Large Vintage "JW" Panel Meter Sideways Measures 00-31 Gauge

Up for sale here is this large vintage meter.  It goes sideways, and looks like it's marked "JW."  I have no clue what this is for, but if you have any idea, please let me know.  This is untested and sold as-is.  Please see my pictures for details.
